Community Development Block Grant (CDBG)


CDBG is a flexible program that provides communities with resources to address a wide range of unique community development needs, including projects and activities that focus on low- to moderate-income households.

Public Services Program


Public Services are activities (projects/programs) carried out by local nonprofit organizations that assist eligible populations with services such as job training and employment, childcare, health care, drug abuse, education, fair housing, energy conservation, recreation, homeless services, domestic violence, and crime prevention. Funding is for a one-year period.

Applications are reviewed by a committee and funding recommendations are approved by Mayor and City Council. Public Services funding is included in the City of Boise’s Annual Action Plan, which must be submitted to and approved by the U.S. Department of Housing and Urban Development (HUD).

HOME Investment Partnerships Program


The HOME Investment Partnerships Program (HOME) provides local governments with resources to fund a wide range of activities including building, buying and/or rehabilitating housing for rent or homeownership, site acquisition or improvement.

Notice of Funding Opportunity

A competitive HOME application for Multifamily Development will be open from December 18, 2023 through March 30, 2024. All interested applicants should review the following documents:

Applications must be submitted in Neighborly. To register for an account and access the application, visit the Neighborly portal.

Applicants will be notified of preliminary award decisions in Summer 2024. Preliminary awards are not commitments of HOME funds. Final funding commitments are executed by written agreement and approved by Mayor and City Council.

HOME-ARP Program


To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in American Rescue Plan funds to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country.

In September 2021, HUD announced that the City of Boise (City) would receive $2,932,499 in HOME-ARP funds. The City developed a HOME-ARP Allocation Plan that became part of the City’s PY2021 HUD Annual Action Plan by substantial amendment approved on September 1, 2022.

The City sub grants HOME-ARP funds to local organizations to provide supportive services assisting chronically homeless households via a modified Assertive Community Treatment (ACT) model. Selection happens on an annual basis through a competitive Notice of Funding Opportunity (NOFO) and application process. The NOFO is published each spring.
